Abstract

 

            Prime Minister Kaifu served during a tumultuous period in world affairs (August 1989 – October 1991.), and he refocused Japanese foreign policy with more attention to Asia and to political and security issues in the region.  Japan began to step out from the shadow of the U.S. and to develop initiatives of its won.  It helped to bring Vietnam and China back into the world community following their pariah status.  It encouraged Asian stability and regional consensus following their pariah status.  It encouraged Asian stability and regional consensus in dealing with issues like Cambodia, and it wielded economic aid as a political tool.  Japanese troops went overseas for the first time since World War II, with considerable popular support at home and acquiescence abroad.  Given Gorbachev’s apparent openness to change, there were high hopes for solving the Northern Territories  issue, but Russian nationalism and leadership struggles prevented any resolution.  The Kaifu administration changed how Japan thought about its role in the world and how the world thought about Japan.
